Did you see what your anti-virus is doing behind your back?
It worked for me to disable and dump the anti-virus software and everything just worked.
In my case, it was the one month trial anti-virus that came bundled with the laptop. It was effectively preventing me to use wsl in any useful way until I completely purged it out of the system.
